Origins of the Filibuster
Aaron Burr unintentionally created the Filibuster upon his resignation in 1805 when he advised his colleagues in the Senate to eliminate the "previous question" rule. This rule, which is still in place today in the House of Representatives, allowed the majority to cut off debate on an issue.
